Prices in San Diego have gone down a lot in the past 2 years - do you think now is good time to invest while prices are low? Should I be looking for any particular types of properties - bank owned, foreclosed, etc?

Right now the deals are in Foreclosures(auctions), Short Sales and Bank REO's.
There are a ton of resources on the web. A foreclosures reporting company can give you the leads before they go to foreclosure. Most Realtors can give you a list of Bank REO's by scanning the MLS for search terms: Corporate Owned, Bank, REO, and Foreclosure.
